Cibola County Receives Clean 2025 Audit

GRANTS, N.M. – Cibola County received a clean audit for the 2025 fiscal year, with no current- year findings, no uncorrected misstatements and no reported disagreements between auditors and county management.

The results were presented to the Cibola County Board of Commissioners on April 23 by Juan A. Garcia, CPA, MBA.

According to the presentation, auditors issued an unmodified opinion on the county’s financial statements, meaning they found the statements were presented fairly in all material respects and held no reservations about the county’s reporting.

Garcia also reported that auditors “did not encounter any difficulties with the audit,” and said there were no disagreements with management during the process.

The presentation noted that Cibola County had no prior-year findings and no current-year findings.

For the county’s government wide financial statements, prepared on a full-accrual basis, the audit showed a change in net position of negative $2,714,004, along with a GASB 101 restatement of negative $78,900, leaving the county with an ending net position of $36,019,928.

At the fund level, using modified accrual accounting, the county posted a change in fund balance of negative $6,716,912, with an ending fund balance of $25,572,017.

The audit also found that no single audit was required this year for federal awards because the county did not meet the threshold requiring one.

Budgets reviewed as part of the audit included the county’s General Fund, major special revenue funds and Detention Fund.

County Manager Kate Fletcher told commissioners the clean audit reflected the county’s continued emphasis on strong financial administration and careful planning.

The audit timeline showed an exit conference and initial Office of the State Auditor submission both took place Jan. 20, 2026, with final submission completed March 30 before the board presentation in April.

Cibola County has had another successful audit, proving to the state that it is capable of managing money.
