Trustees Hear Budgets, Upgrades, and Community Service Updates

MILAN, NM – The Village of Milan Board of Trustees held both a Budget Meeting as well as a Regular Meeting on July 20. The Budget hearing included a presentation on FY24 budget and updates regarding it.

The Village of Milan Board of Trustees began with a budget hearing which included a presentation from Finance Director Candi Williams.

There were outside funding awards done in April and approved in May’s interim budget. The Cibola Communities Economic Development Foundation received $15,000; the Chamber of Commerce received $20,000; the New Mexico Council Of Governments received $14,184. There were not very many changes between the interim and final budget. The changes that were made between the interim and final budget were a change in cash balances of $117,202.40, a change to revenues of $1,378,005.00 and a change to expenses of $1,467,511.00. Most of these changes were due to projects.

Following this, the budget hearing was adjourned and the regular meeting was called to order. The meeting began with the approval of minutes for June 15 and June 27, both minutes were approved. After the minutes were approved the Action/ Discussions began. The actions included Approval of finance report for June 2023, resolutions for Bar 9, the fourth quarter budget report, the 2023-017 ICIP and the final budget, ICIP prioritization, and acceptance of funding for public works vehicles and equipment which totaled to $200,000. During this it was also said that the fourth quarter budget report grew by $1,306,183.53 in 2023. All the action/discussions were approved by the board.

Government updates began with Urioste, he said that they are doing very well, there have been a total of 62 calls in June which is down about 10 percent. He reminded residents that there is still a village wide burn ban. The fire department is working on the station on phase two of the remodel. They will be applying for the Fire Protection Grant to try and get more equipment. The fire department is also assisting the San Rafael Volunteer Fire Department in planning the Tri State Firemen’s Convention which will be held in Grants from August 3 to 5. The MFD will be running a training course each day and will also be assisting in the events. So far, this year combined there had been almost 1,700 hours this year to date of training hours completed by MFD. Urioste said “When we do our inspection, it looks like we’re going to be really close to dropping our [Insurance Services Office] number [by] one more number this year, which is going to look good on everybody’s insurance.”

Police Chief Ustupski gave updates for the Milan Police Department for June. There was a total of 276 calls for service this last month. Traffic stops are down a little bit and there has been a rise in violent calls such as removal of persons, domestics, and assaults which have increased with the warmer weather. The Coffee with A Cop event went well and there were no issues. Office Michael Porter and Officer Barbara Kohn were hired with start dates on the second week of July. Ustupski said, “They are good assets for the village, we are happy to have them.” MPD also received their new Axon body cameras and completed training on them, the new cameras will be issued out and in service this month.

Clerk Denise Baca mentioned that election packets are now available if anyone is interested in running in the November 7 election. The manager also gave updates for animal control, code enforcement, mechanics, and public works.
