CIBOLA COUNTY, N.M. — In addition to choosing city and school board leaders this fall, Cibola County voters will also decide whether to continue an existing property tax that funds maintenance and technology improvements for Grants Cibola County Schools (GCCS).
The Capital Improvements Tax Question, often called the 2-Mill Levy, appears on the November 4, 2025 Regular Local Election ballot. If approved, it would not create a new tax but would extend the existing property tax allotment of $2 per $1,000 of taxable property value for an additional six years — covering tax years 2027 through 2032.
GCCS did not advertise this 2-mill levy in the Cibola Citizen.
Ballot Language
The official ballot question will ask voters: “Shall the Board of Education of the Grants Cibola County School District No. 1, County of Cibola, New Mexico, be authorized to continue the Public School Capital Improvements Tax at the rate of $2.00 per each $1,000.00 of net taxable value for property within the District for the property tax years 2027 through 2032 for the purpose of maintaining and improving public school facilities and technology?”
Voters will then select:
- FOR the capital improvements tax
- AGAINST the capital improvements tax
