CIBOLA COUNTY, N.M. – The City of Grants Planning and Zoning Commission met on March 10 and the Village of Milan held its P&Z session on Thursday. The sessions were available on Facebook Live but each experienced inadequate audio coverage.
City P&Z
The five-member commission reviewed applications for annual renewal of two conditional use permits and discussed one replat request along with two applications for variances. The owners of three parcels that face North Drive, Golden Drive, and Dog Leg Drive plan to build a five-foot fence. The variance was approved with the stipulation that the fence be constructed with open wire to prevent potential hazards (visual obstruction of oncoming traffic) to drivers entering the intersection. The owners sought an additional variance to install a storage POD behind the shop building on their property, which was approved.
Commission member Bruce Pritchard commented that this was the second request in the past few months concerning a variance for POD installation.
The replat was to combine two properties to form the front and backyard for the residential property and was unanimously approved.
Annual licenses for the two homebased businesses were approved.
It was not possible to hear audience comments when P&Z members asked owners (who were seated in the council chamber) questions about their applications and some of the members’ comments were inaudible.
The next meeting is scheduled for Wednesday, April 14, city hall chambers, 5:30 p.m.

Milan P&Z
Milan Ordinance and Regulation Officer, Michael Cavin, introduced himself at the March 11 session. Rodney London, former village code enforcer, resigned earlier this year. This was the first meeting for the fivemember commission since December 2020.
“I have been doing a lot of trainings to understand my job duties,” Cavin said and added that he continues to work with village residents to meet their needs. Officer Cavin described his participation in recent educational classes, progress on grant applications, and clarified the use of “dump” coupons. The Northwest New Mexico Regional Solid Waste Authority is providing two large dumpsters and a backhoe on March 27 for a village cleanup event. Residents can dispose of vehicle tires, appliances, yard waste and household trash, said Cavin.
The agenda included commission members comments about the changed meeting times and dates; information about possible “tiny village” with Milan, and report on speed bump installation.
The village hall audio system had technical problems and participants’ comments were inaudible at times.
The next meeting is scheduled for Thursday, April 8, village hall, 3:30 p.m.
