Monsoon rains improve drought map, but Cibola remains fully in drought
CIBOLA COUNTY, N.M. – July finally brought the kind of summer moisture Cibola County had been waiting for, but the month also showed how complicated drought recovery can be in western New Mexico.
After months of worsening drought, repeated monsoon thunderstorms brought measurable rainfall, flash flooding, washed-out roads, stronger streamflow and the first major improvement on the drought map this year. According to NIDIS data pulled Aug. 18, 27,213 people in Cibola County — 100% of the county’s population — remain affected by drought, with no change from the previous week or month.
The drought did not end, but it did change.
At the end of June, nearly all of Cibola County was classified in Extreme Drought, classified as D4. By mid-August, the latest county breakdown showed 89.83% of Cibola County in Severe Drought, or D2, and 10.17% remaining in Extreme Drought, or D3. No part of the county is drought-free, abnormally dry or in moderate drought.
July was also wetter on paper. Federal climate rankings show July 2026 was the 45th wettest July on record over the past 132 years, finishing 0.22 inches above normal. That improvement helped reduce the year-to-date deficit, but it did not erase it.
January through July still ranked as the 48th driest start to a year in the 132-year record, with precipitation running 1.36 inches below normal.
July Brought Relief, Not Recovery
For Cibola residents, the change in drought was physically.
After weeks of dry maps and hotter-than-normal weather earlier in the summer, monsoon storms became more frequent during the second half of July. Rainfall fell hard enough to flood portions of Bluewater Lake State Park and the nearby community of Las Tusas.
Flood watches and flash flood warnings were issued across the county. Heavy rainfall caused washed-out roads, flooding near Zuni Pueblo, erosion along portions of NM 53, and damage to roadways on Mount Taylor.
The same storms that helped the drought map also created hazards. That is the nature of monsoon moisture in a dry year. When rain falls quickly over hard, dry ground, arroyos, low-water crossings, roads and normally dry drainages can become dangerous before the broader landscape has time to recover.
The county’s water indicators reflected that mixed picture.
Bluewater Lake continued to decline through most of July, even as storms became more active. The lake measured 7,365.60 feet in elevation on June 30, dropped to 7,365.40 feet on July 7, and reached 7,365.23 feet on July 14. After thunderstorms produced flooding around Bluewater and Las Tusas, the lake rose slightly to 7,365.29 feet on July 21, one of the few weekly increases observed after months of steady decline. By July 28, however, it had slipped again to 7,365.20 feet.
The early August numbers continued that pattern. Bluewater measured 7,365.06 feet on Aug. 4, 7,364.86 feet on Aug. 11 and 7,364.63 feet on Aug. 18.
Since Jan. 1, when Bluewater Lake measured 7,368.77 feet, Bluewater has fallen 4.14 feet.
That decline matters because it shows the difference between rain on the landscape and recovery in a reservoir. Monsoon rainfall can help soils, grasses, trees and streamflow, especially when storms repeat over the same region. But Bluewater Lake entered the summer after a weak snowpack season and months of drawdown. The storms slowed the story in places, but they have not reversed the lake’s longterm decline.
The Rio San Jose responded more clearly.
At Acoma Pueblo, the river measured 1.89 feet on June 30, dropped to 1.88 feet on July 7, then rose back to 1.89 feet on July 14 and July 21. By July 28, it reached 1.90 feet. The increase continued into August, with the river measuring 1.92 feet on Aug. 4, 1.93 feet on Aug. 11 and 2.00 feet on Aug. 18.
The Rio San Jose has generally remained stable throughout 2026, but the late July and early August rise shows that repeated rainfall did begin producing measurable benefits in streamflow. The river’s movement does not mean drought is over, but it does show that the watershed is responding where rainfall has been consistent enough.
Precipitation Records Prove Mixed Conditions
During early July, much of the county was still receiving little measurable rainfall while temperatures remained in the 80s to low 90s. Forecasts began to show better chances for showers and thunderstorms, but the first half of the month suffered in drought.
That shifted in the second half of July.
A seven-day precipitation map during the week of July 15–21 showed much of Cibola County receiving roughly one-half inch to 2 inches of rainfall, with isolated locations receiving higher totals.
The following week remained active, with repeated thunderstorms capable of producing rainfall rates of 1 to 2 inches per hour. By late July, the 30day precipitation outlook showed nearly all of Cibola County running near or above normal for the prior month – a major change from the spring, when nearly every report showed precipitation well below normal.
Even then, the moisture was uneven. Some areas received repeated heavy rain, while others received far less. By mid-August, Drought.gov maps still showed differences across the county. Central and southern Cibola County received between 0.1 and 0.5 inches during the week ending Aug. 14, while western and northwestern areas saw higher totals, generally 0.5 to 1 inch, with some pockets approaching 1 to 2 inches. Around Grants and parts of northeastern Cibola County, totals were much lower, generally less than onetenth of an inch.
Precipitation Sparks Wildfires
July brought a cluster of lightning-caused wildfire starts across Cibola County and the Mount Taylor Ranger District.
Firefighters responded to several small fires, including the Rivera Canyon Fire, Foster Fire, Trough Fire, Hole in the Wall Incident, Sandy Hill Incident, West Canyon Incident and Lost Incident. The Rivera Canyon Fire, at 4 acres, was the largest of July 2026’s wildfires.
The same tension showed up around Bluewater Lake in August, when helicopters dipped water from Bluewater Lake to support firefighting efforts on the Four Mile Fire in the Zuni Mountains near Jamestown. The moment showcased Bluewater Lake’s role beyond recreation in a year when the lake has been low, under algae watch and steadily declining, it still served as a firefighting resource for the region.
Federal estimates continue to place 448 acres of hay and 30 acres of haylage in drought conditions in Cibola County, along with an estimated 10,281 cattle and 3,026 sheep.
The August drought outlook also warns against assuming the county has turned the page. The Climate Prediction Center’s one-month drought outlook for Aug. 1–31 indicates drought is expected to persist across Cibola County. The latest 30-day precipitation map shows much of the county near normal or above normal in recent weeks, and the 60day precipitation map shows the monsoon has helped portions of the county.
But the 30-day maximum temperature departure map also shows recent high temperatures running above normal across much of the Grants, El Malpais and Cibola County area, generally about 1 to 4 degrees above normal, with some nearby areas warmer.
The next question is whether August can keep that moisture coming long enough to move the county from short-term improvement toward real recovery.
