MILAN, N.M. - Reflecting on his college days, Milan Police Chief Carl Ustupski recalled the moments that steered him toward criminal justice. It wasn’t part of his plan, as his dream was to become a professional baseball player, but he knew it wasn’t likely, so “I got over my big dreams… to become a professional baseball player.”

The Unexpected Path to Law Enforcement

It was in the college classroom of his criminal justice program, enriched by stories from professors with firsthand experience in the Pittsburg Police Department, that he developed a fascination for forensic science.

Nearly two decades later, Ustupski now oversees the Milan Police Department, a role he never anticipated would come from his initial interests in forensic investigation. “It’s funny, because now that I’ve been in law enforcement almost 19 years, I have no desire to be a detective, but that’s what got me hooked,” he noted.

After graduating and returning to Ohio, Ustupski pursued opportunities with various police departments before ultimately joining the Grants Police Department in 2006 after talking to then, Lieutenant Maxine Monte.

Throughout Ustupski’s career, he credits his mentors, Sergeant Jason Fank and Sergeant Salvador Carrell, for shaping his understanding of effective policing and DWI enforcement. “I am so blessed that I had those two as mentors and role models,” he affirmed, emphasizing the importance of guidance in a challenging field.

Beyond his individual journey, Chief Ustupski values teamwork and humility within the police department. Recalling lessons from his baseball coaches, he stated, “‘Nobody’s bigger than the team.’ I may be the chief, but that doesn’t mean I’m any better than any of the officers that work here.”

His leadership approach reinforces that success depends on collaboration rather than hierarchy. Ustupski believes in leading by example, “I’m not asking these guys to do anything I wouldn’t do. I’ve always had that mentality of we’re going to a scene where we have to make entry into a house, I want to be the first one in.”

Additionally, trusting his staff has liberated him to focus on broader departmental challenges, highlighting his commitment to both teamwork and accountability.

Facing Challenges

Chief Ustupski confronts several significant challenges, particularly in managing a smaller department's budget and staffing needs. He recognizes budget constraints as a vital consideration, focusing on finding low-cost resources and equipment to enhance the department's capabilities and not increase taxes.

For instance, he proudly shares how the department acquired a canine unit and a patrol car through generous donations, showcasing that creative problem-solving can yield impactful results even within financial limitations.

Staffing remains a persistent issue, Ustupski stated “When we were fully staffed, there was so much we accomplished.”

Ustupski continually seeks to maintain morale and encourage retention, recognizing that a motivated force is essential for successful community policing.

Ustupski emphasizes the importance of trust, suggesting that effective communication and outreach enable the community to support the police during crisis. “If we’re not in tune with our community, they might just drive by,” he noted, conveying a deep understanding of the interplay between law enforcement and public support.
