GRANTS, N.M. - Papa’s Pawn & Gun co-owner, Paul Rowe, is doing his best to educate the community about pawn shop services. Paul and his wife Diane Rowe, coowner, have been running the business for almost two years. Pawn shops all have to follow the same pawn laws, which, at the core, have not changed in years, according to Paul.
