Dateline August 24th, 2023, at 1159 hours.
Village of Milan, NM – On the above date and time, the Village of Milan Police Department officers responded to the 1800 block of Pinon Drive at the Bar S RV Park regarding a report of a possible person shot on the property. The call was received from Cibola County Regional Dispatch who received a 911 call reporting a female was shot.
Officers arrived within minutes and were able to immediately take the suspect, Billy Roberts, into custody. Officers attempted to render aid on the female victim who was determined to be deceased by responding officers and subsequently by the Milan Fire Chief, Assistant Fire Chief, and Superior Ambulance, who also responded one the suspect was taken into custody.
The scene was secured and after a brief initial investigation, due to a potential internal conflict of interest, the decision was made by Milan Chief of Police, Carl Ustupski, to turn the investigation over to New Mexico State Police.
