County commissioners hold special meeting; Reorganization and ‘House-cleaning’

CIBOLA COUNTY, N.M. - The Cibola County Board of Commissioners held a special 5 p.m. meeting on Jan. 14. The session was not physically open to the public because of the COVID-19 pandemic but was made available through a live stream on the Cibola County Commission Facebook page, https://www.facebook.com/CibolaCountyCommission/.

The meeting started off with the usual call to order, roll call, Pledge of Allegiance, prayer, and approval of the agenda. The session was mainly referred to as a “house clean-up.” The members approved considerations of many already existing resolutions. However, before the resolutions were approved, the board voted on restructuring. They nominated and elected the positions of County Commission Chairman, 1st Vice-Chair, and 2nd Vice-Chair.

Daniel Torrez was reelected as County Commission Chairman, Commissioner Martha Garcia was elected as 1st Vice-Chair (replacing Robert Windhorst), and Commissioner Christine Lowery was elected as 2nd Vice-Chair (replacing Commissioner Garcia who became 1st Vice-Chair). The three commissioners will serve in those positions throughout the upcoming year.

The board unanimously approved the following: Beginning of Year Resolutions, the CDBG (federal Community Development Block Grant) Resolutions Required to Be Updated Yearly, and a Fiscal Year 2022 Grants EMS Fund Act Application for Superior Ambulance, Pine Hill EMS, Cubero EMS, and Laguna EMS.

The commissioners moved on to discuss an item referred to as Budget Adjustment No. 4, which is a response to “more revenues than we budgeted for,” said Manager Kate Fletcher during the meeting. Manager Fletcher confirmed that the public will be able to find this budget adjustment in a finance report that will be uploaded to the Cibola County Commission tab on the county website.

The commission’s final actions included discussion followed by approval to allow a group of older, unrepairable Cibola County Sheriff’s vehicles to be sold to a recycling company, renewing a contract with Valle del Sol of New Mexico for the county’s DWI Program, and selecting and hiring an engineering firm to analyze and make recommendations regarding the deteriorated conditions of County Road 18b; the roadway needs to comply with the state Department of Transportation standards. The engineering firm will also complete drawings for the project and oversee construction.
