Mess on Roosevelt Leads to Citations

GRANTS, NM – An ordinary patrol by Grants Police Department officers on August 13 resulted in the discovery of controlled substances and the issuance of citations.

While conducting a routine patrol in the City of Grants, officers observed an individual who was rummaging through clothing left outside of Roberta’s Place on Roosevelt Avenue. The incident prompted officers to note that this was not the first time they have dealt with such behavior; there had been previous complaints from store employees about individuals causing disturbances by scattering clothing across the roadway and parking lot.

Approaching the individual to address the situation, officers spoke with and were able to identify the person they allege had made a mess with the clothing, Debby Foreman, who had a history of interactions with law enforcement during their tenure with a different agency.

Officers began to ask Foreman what was happening and why she had made a mess. According to the report, she said she would clean up the clothing she had thrown around the parking lot. In an effort to maintain order, Officer Ramirez informed Foreman that she could remain on the premises as long as her actions did not cause further disorder.

Through the course of their investigation, officers learned that Foreman lacked a valid driver's license, but had driven to Roberta’s Place. Officers conducted a traffic stop in a Smith's parking lot. They issued citations were for Foreman's inability to provide proof of a valid driver's license, current registration for her vehicle, and insurance.

During the traffic stop, officers spoke with Foreman, who told officers that she was going to pay the citations, indicating a willingness to admit guilt for the traffic-related infractions.

During the traffic stop, officers asked for Foreman's consent to search her vehicle, she gave permission. Their search allegedly discovered methamphetamine smoking pipes, as well as plastic baggies containing white crystal-like residue, suspected to be methamphetamine in the report. An plastic baggie containing a substance with an atypical appearance, potentially due to the presence of water or oil, was also discovered by officers.

To determine the nature of the substance within the unique baggie, officers conducted a field test. According to the report, the test yielded a positive result, indicating the presence of methamphetamine. Officers seized the and placed the drugs into evidence.

Foreman will be seen in the courtroom of Cibola County Magistrate Judge Johnny Valdez on September 15 for her arraignment.
