Hard Work Keeps Grants Clean Dear editor, I believe our prayers have been answered and the rains have brought our County and State the moisture it has been needing for years. The Speak Out Act Ignores Victims' Right to Remain Private

A new proposal in Congress aims to allow victims of sexual misconduct to go public with their stories. That goal is admirable. But as written, the legislation -- the Speak Out Act, which was introduced in both the House and Senate in recent weeks -- will force victims to go public, even if they don't want to. That's hardly prowomen. Many victims prefer to settle claims outof- court to avoid both the costs and inevitable publicity of litigation.
